Currently when a catalog is cloned it is assigned the same top and side navigations as the original. This is problematic as the catalog scope of those navigations will become inaccurate as pages get added or deleted.

One solution would be to clone the sidebar by default whenever a catalog is cloned. Another would be to add a health check that the scope of the navigations assigned to a catalog is the same as the catalog itself (the picture below would violate the health check).
