This is related to the need for a "Department" facing dashboard for Curriculum, which should contain all the department specific settings, such as "Department Chair"

Chair of the department should be able to withdraw a submitted course request in department at any time up until final approval;

Additional notes: Departments should have the ability to manage accounts of the department’s users, roles of chair/other users and assign chair for approvals if required
